We provide strategic guidance for Government on matters of culture, heritage, and the arts, facilitating transformative experiences, ensuring the responsible stewardship of our cultural legacy, and empowering practitioners to express tradition through dynamic, contemporary mediums.
The Department of Culture, Heritage and Arts leads the implementation of Fiji’s cultural development agenda by advancing the Fiji National Cultural Policy (2022–2033) in alignment with the Fiji National Development Plan (2025–2029).
Our work is delivered through the Fiji Culture Sector Strategic Development Plan (2026–2033), which translates national priorities into coordinated sector-wide action, while our regional and international engagement is guided by the Pacific Regional Cultural Strategy (2022–2032).
Together, these frameworks shape the Department’s mandate to safeguard our heritage, strengthen cultural participation, and foster a vibrant creative sector that contributes to national identity, social cohesion, sustainable development and economic prosperity.

Guiding Policy and Strategic Frameworks
- Fiji National Development Plan (2025-2029): The Plan provides the Government’s overarching framework for inclusive, resilient and sustainable national development. It recognizes culture and heritage as strategic national assets that strengthen social cohesion, enrich community life and contribute to economic growth, environmental stewardship and national wellbeing.
- Fiji National Cultural Policy (2022-2033): As Fiji’s principal policy framework for cultural development, the Fiji National Cultural Policy adopts an inclusive, people-centred approach that values the nation’s collective cultural wealth, strengthens community-led cultural initiatives and positions culture as a catalyst for national identity, social wellbeing, sustainable development and economic transformation.
- Fiji Culture Sector Strategic Development Plan (2026-2033): The Fiji Culture Sector Strategic Development Plan is the Department’s implementation blueprint for delivering the National Cultural Policy. It provides a coordinated roadmap for government, cultural institutions, communities, development partners and the creative sector to strengthen cultural governance, safeguard heritage, promote cultural participation, and develop the creative economy and measure progress towards a resilient, inclusive and globally connected culture sector.
- Pacific Regional Cultural Strategy (2022-2032): The Pacific Regional Cultural Strategy provides the shared regional vision for safeguarding Pacific cultures, protecting traditional knowledge and strengthening cultural cooperation. It recognizes culture as the foundation of Pacific identity and resilience while promoting its contribution to sustainable development, regional solidarity and the wellbeing of Pacific peoples.
